The Clinton School of Public Service at the University of Arkansas and Lyon College announced a new articulation agreement designed to foster academic and professional opportunities for students dedicated to public service and social impact. This partnership will provide Lyon students and alumni with a streamlined pathway to the Clinton School’s Master of Public Service (MPS) program.
Under the terms of the agreement, current Lyon College students and alumni who maintain a cumulative grade-point average of 3.5 or higher are guaranteed admission into the MPS program at the Clinton School.
For the Fall 2025 enrolling cohort, the Clinton School will provide one full-tuition scholarship and at least two half-tuition scholarships to qualifying Lyon College graduates.
Additionally, qualified applicants will be considered for merit-based scholarships.
“Lyon College graduates exemplify so much of what we pride ourselves on at the Clinton School – service, leadership, and impact,” said Dr. Victoria DeFrancesco Soto, dean of the Clinton School. “Through this collaboration, we are not only enhancing educational opportunities but also preparing a new generation of leaders. We are excited to see the impact this collaboration will have on the state of Arkansas and beyond.”

James L. “Skip” Rutherford III of Little Rock emphasized the significance of this partnership.
“This agreement strengthens the connection Lyon and the Clinton School have had for many years. Serving on the Lyon Board of Trustees and having served as Clinton School dean, I see this collaboration as a ‘win-win’ for both,” said Rutherford, who spoke at the announcement.
Dr. Anthony Grafton, provost at Lyon College, said, “This agreement truly reflects our commitment to boosting educational and career opportunities for our students. We are excited about the doors this agreement will open for our students and alumni.”
Patrick Lynch, director of the Center for Career and Professional Development at Lyon College, highlighted the practical benefits for students.
“The streamlined admission process and potential for scholarships will significantly reduce barriers for our students aspiring to careers in public service. This partnership provides a clear and attainable pathway for them to achieve their goals,” Lynch said.
As part of the agreement, Lyon College will host Clinton School representatives on its campus, facilitating meetings with students, faculty and staff to promote the partnership. Lyon College also will distribute promotional emails to its students each academic year, highlighting the benefits and opportunities available through the MPS program at the Clinton School.
