
Dr. Andreas D. Sihotang is an Assistant Professor at the Clinton School of Public Service, where he teaches Program Planning and Development and Global Development. He is a scholar and practitioner with more than 20 years of experience in global and rural development, citizen participation, peacebuilding, and program evaluation.
Dr. Sihotang’s research focuses on public participation, including participatory budgeting and co-production, and its impact on public service performance. He is a Research Fellow with both the Open Governance Lab and the Impact Center at the Clinton School. His scholarship has been published in leading academic journals, including Public Management Review, the Journal of Urban Affairs, and the International Journal for Equity in Health.
His professional career began with humanitarian work with the UN World Food Programme, followed by nearly two decades at World Vision Indonesia. There, he led community-based development programs in maternal and child health and education. His leadership included directing a $950,000 World Bank–funded initiative to improve maternal and child health services in rural villages. He also served as a peacebuilding specialist, conducting conflict assessments and integrating conflict training into programming across Indonesia.
Dr. Sihotang has extensive experience facilitating community workshops and conducting project evaluations in Asia and Africa, including work in the Philippines, Cambodia, Sri Lanka, India, Tanzania, Kenya, and Rwanda.
Prior to joining the Clinton School, he was a postdoctoral fellow at the Truman School of Government and Public Affairs at the University of Missouri, where he also earned his Ph.D. in Public Affairs. He holds a master’s degree in conflict transformation from Eastern Mennonite University and an undergraduate degree in mining engineering.
