Student Evaluates Work of Adoption Nonprofit

Clinton School student Molly McGowan helped create and implement a program evaluation initiative for The C.A.L.L. (Children of Arkansas Loved for a Lifetime), a nonprofit organization that works to recruit, train and support foster and adoptive families.

McGowan compiled and composed 10 surveys to use in future evaluations of the organization. She worked closely with the executive director and board of directors of The C.A.L.L., as well as members of the Arkansas Department of Human Services Division of Children and Family Services and the Arkansas juvenile justice system to ensure the organization continues to fulfill its mission and vision in the most effective manner.

A concurrent-degree student at the Clinton School and the University of Arkansas at Little Rock William H. Bowen School of Law, McGowan was delighted that the project combined her graduate studies.

“As an advocate for children and a joint student of the Clinton School and the Bowen Law School, I am honored to be working with The C.A.L.L.,” McGowan said. “The organization is at the forefront of the important national issue of foster care. This Arkansas project has the potential of being utilized throughout the United States combining good work with positive social change. It’s exciting to be part of The C.A.L.L.’s incredible endeavor as they work to provide safe and stable homes for children in foster care.”

By creating surveys to implement an improved evaluation procedure, McGowan will aid the organization in achieving its goal in changing a critical social service.

“We have needed a way to objectively measure our successes and outcomes, as well as ways to improve on the model,” said The C.A.L.L. co-founder and board member Treeca Dyer Cotton. “This project outlines both a manner and method to measure success and to replicate the model beyond Arkansas.”

McGowan completed the project as her final field service requirement in the Clinton School’s Master of Public Service degree program.
